Next, Su Lun appointed Harrison as the constable of Northguard Keep and tasked him with forming the Northguard Keep Militia. The militia members were selected from the previous mercenaries and then trained for a period in the Military Camp.

As the town expanded, residents and officials would increase, leading to more crimes, especially corruption among officials. Su Lun even considered having residents and officials experience the Prison periodically.
